TracFone - Why didn't I get my minutes for this month (June) I really need them

I applied for a new phone, it didn't work so I called 611 and told them.They said they would send me a new phone . It's been over three weeks and I haven't received it yet.
It was supposed to be seven to ten days.
Also I did not receive my minutes on my old phone for June can you please help me, either with a new phone or my monthly minutes. A phone is important for me and my family.
